Who We Are
SHINE (Serving Health Insurance Needs of Elders) is a free program offered by the Florida Department of Elder Affairs and your local Area Agency on Aging. Specially trained volunteers can assist you with your Medicare, Medicaid, and health insurance questions by providing one-on-one counseling and information. SHINE services are free, unbiased, and confidential.
The SHINE program supports the Florida Department of Elder Affairs’ mission by providing free and unbiased health insurance counseling through a dedicated network of volunteers, empowering Florida seniors to make informed health care choices.

Are you calling regarding the Medicare Annual Election Period and need assistance enrolling in a health or prescription drug plan?
The SHINE (Serving Health Insurance Needs of Elders) Program is currently helping Medicare beneficiaries compare and enroll in health and prescription drug plans. SHINE counselors are currently experiencing a high call-volume and will assist as many individuals as possible; however, there may be a delay.
May we suggest the following for immediate assistance:
1. If you already know which plan you would like to enroll in, please call the plan and enroll over the phone. If you have internet access, you may also enroll online at the plan's website.
2. Call the 1-800-Medicare (1-800-633-4227) assistance line. Medicare has customer service representatives available to assist you 24 hours a day, 7 days a week and during holidays. Please have the following informaitn ready before you call:
You may also receive assistance from SHINE at a counseling site in your community. To view a listing of sites in your county, click on the "Counseling Sites" tab above.
Your Medicare ID card, and
A list of your medications and dosages.
